<h2>Not a Politician. A Neighbor.</h2>I'm Dory Benami. I was born in Tel Aviv and came to the Valley before I was two years old. I grew up in Reseda, Canoga Park, and Encino before my family settled in Tarzana in 1986. I still live there today, in the same neighborhood, on the same block where I rode my bike as a kid.I earned my undergraduate degree at UC Riverside, my law degree with honors from the University of Warwick in England, and an LL.M. in Intellectual Property and International Business Law from the University of San Francisco. I'm trained to read the fine print, and I intend to bring that skill to legislation that affects working families.My career began in the entertainment industry with Writers &amp; Artists Agency and later with New Regency at 20th Century Fox. I worked on international theatrical releases and home video distribution which taught me how global markets move and how the decisions of the few affect the lives of the many. Upon my transition to the footwear and apparel industry, I lived and worked in China, negotiating directly with factories, managing supply chains, and navigating tariffs on American businesses. I don't need to read about these issues in a briefing book, I lived them.I'm not a career politician but I am no stranger to politics either. I got into politics at seventeen, volunteering on the Clinton-Gore campaign because I believed one person showing up could make a difference and I still believe that.<h4>Why I'm Running</h4>My daughter Alana is growing up right here in the Valley. My wife and I worry about the same things our neighbors worry about, whether our schools safe, our streets are secure, and if our daughter will be able to afford to live in the neighborhood she grew up in. After thirty years of the same representation, these concerns have increased. The world has changed dramatically and we need new leadership that will ensure the government is held accountable for every dollar it takes and every promise it makes.I'm a Democrat and I am proud of that. But I'm not running to serve a party, I'm running to serve this district. Both parties have drifted toward their extremes and we need to come back together as a country. I believe in secure borders and legal immigration. I believe in supporting law enforcement and demanding accountability from it. I believe in clean energy and common sense regulation. I believe all leaders, from both parties should speak clearly and take responsibility.Leaders like John Fetterman and Ritchie Torres have reminded us that there is a middle ground between the extremes. I intend to act on behalf of all constituents, not just the loudest or the richest.<h4>We Need Your Support</h4>This race has nine candidates. Many of them are politicians or want to be. I'm a business professional, a father, a neighbor, and someone who has spent his entire life in this Valley. I'm not running to climb a ladder. I am raising my daughter Alana here in the San Fernando Valley. When I think about school safety, I think about her walking into a classroom for the first time.Families in our district all want the same thing; no matter where your child goes to school - public, private, or charter - you want to know they are safe.School safety is more than well-painted crosswalks.Our kids are forced to grow up with active shooter drills as routine. They face cyberbullying that follows them home. Social media keeps them up at night. Anxiety and depression are rising, and parents and teachers feel it.We cannot treat this as normal.Every school in this district should have trained mental health counselors on campus during the school day. Not just a number to call after a crisis. Support must come early.Schools need clear safety plans that parents understand and trust. Anonymous tip lines and threat assessment teams have stopped violence before it happens. Federal funding should focus on strategies that are proven to ensure school safety.Social media companies should not be allowed to profit from products that harm children. If their platforms expose kids to harassment and damaging content, there must be real accountability.This is about responsibility. It is about doing the work before tragedy forces our hand.When Alana starts school, I want to know we built a system that protects every child in this district. That is the commitment I will bring to Congress.

Our children deserve to go to school without fear, and our teachers deserve to teach without watching the exits. I will fight for federal investment in school mental health, accountability for social media platforms that put our kids at risk, and prevention programs that address bullying, cyberbullying, and threats before they escalate.

We must meet in the middle

I live in Tarzana. My wife and daughter are here. Our neighbors are in Encino, Sherman Oaks, Woodland Hills.In the summer of 2024, there were 13 burglaries in the Encino-Sherman Oaks area in a single month. The same crews were hitting the same streets again and again. Glass doors were smashed, homes were emptied, and the criminals where gone before police arrived.In July 2025, music supervisor Robin Kaye and her husband Thomas Deluca were found shot to death in their Encino home during what police believe was a burglary. That is not a statistic. That is our neighborhood.Over 10 years ago, Proposition 47 lowered penalties for many property crimes. The goal was to reduce prison overcrowding but it taught repeat offenders there were fewer consequences. Organized crews took advantage and started looting homes. Families installed cameras. Hired private patrols. Built their own security networks. They should not have had to.In 2024, voters restored tougher penalties for repeat theft and organized crime. Since taking office, Los Angeles County District Attorney Nathan Hochman has gone after burglary crews and helped shut down groups tied to nearly 100 break ins. That is accountability. Credit belongs to our local police officers, sheriff deputies, prosecutors, and the voters who demanded change. It also belongs to neighbors who refused to accept this as normal. I intend to support and expand on the District Attorney's efforts to restore order and security to our communities by doing the following:Fully funding local law enforcement. Our officers are stretched thin. I will fight to fully fund local law enforcement. Federal grants should support burglary task forces, investigators, and the tools they need to do their jobs.Hold repeat offenders accountable. I will push for strong action against repeat offenders and organized crews. When addiction is driving crime, we should provide treatment. But when people break into homes again and again, there must be real consequences.Demand smarter policy, not slogans. I support reform that works. Not slogans. Not extremes. We do not need mass incarceration. But we also cannot look the other way.You should not have to turn your home into a fortress to feel safe in the San Fernando Valley.

In the last five years, communities in our district have been increasingly targeted by burglary crews. Residents have been forced to organize their own patrols and hire private security. We deserve to feel safe in our homes.

Crime Prevention

America's global alliances and the support we give and receive from other countries is one of our greatest strengths. This district is made up of a diverse population spanning multiple religions, cultures, and countries of origins; people who immigrated to this country for many different reasons. While we may have different roots, we are all proud Americans.I understand what it means to come from a country that depends on American partnership for its survival. I I also understand what it means to represent a community where families carry the memory of genocide. America's alliances are not abstractions. They are commitments that determine whether people live in freedom or in fear.On October 7, 2023, Hamas carried out the deadliest attack on Jewish civilians since the Holocaust, murdering and kidnapping civilians. With the assistance of American efforts, Israel was able to secure the return of all hostages kidnapped for over two years. The beginning of 2026 witnessed thousands of Iranians massacred for protesting against the Islamic Regime that has terrorized their country for nearly 50 years. The operation that eliminated the murderous dictator was the result of shared intelligence and coordinated action through American alliances. Iran's future remains uncertain. But the alliance that made that moment possible must be preserved and strengthened, not treated as a political bargaining chip.And Iran is not the only place where the world failed to act in time. In September 2023, Azerbaijan drove more than 100,000 Armenians from Nagorno-Karabakh, the homeland known as Artsakh, after a nine-month starvation blockade. International investigators documented ethnic cleansing, extrajudicial killings, and the systematic destruction of Armenian cultural sites. The former Chief Prosecutor of the International Criminal Court warned of genocide. The world issued statements. And 100,000 people lost everything.This district understands that pain. Los Angeles County is home to the largest Armenian population outside Armenia. The Armenian Genocide of 1915, which killed 1.5 million people, was not formally recognized by Congress until 2019. Recognition without action is just a monument to failure.Here is my position.The US-Israel alliance is a strategic cornerstone. It must be defended regardless of which party holds power. Iran must never acquire nuclear weapons, and the Iranian people's right to determine their own future must be supported. Armenian security must be a priority of American foreign policy, with real accountability for the crimes in Artsakh. And our broader alliance network, NATO, our partnerships in the Pacific, our democratic allies worldwide, must be reinforced, because these relationships are force multipliers that no amount of unilateral action can replace.

America's alliances are not abstractions. They are commitments that determine whether people live in freedom or in fear. I will fight to strengthen the global partnership, hold aggressors accountable, and ensure America's word means something to every ally who depends on it.

Reinforcing Global Alliances

My family came to this country from Israel when I was 2 years old. My parents followed the law, worked for everything they had, and never got special treatment. My wife immigrated from Colombia. We speak three languages in our house, some better than others. Immigration isn't theory for us. It's our marriage. It's our daughter. It's our daily life.For decades, Congress has failed to secure the border and fix the legal system, creating chaos. But instead of solving the problem, Washington has swung to the other extreme as masked agents raid neighborhoods, attack citizens, and detain children. That's not enforcement, it's lawlessness with a badge. You don't fix a broken immigration system by terrorizing your own citizens.Yes, we have millions of undocumented people living in this country and pretending that's not real doesn't help. Families deserve clarity and communities deserve order.Secure the border. Fix the system. Respect legal immigration. End the chaos.We need real, accountable border security. We need an asylum process that's fast and fair. We need a legal immigration system that actually functions for families and employers. And we need clear, consistent rules that remove the incentives driving illegal entry.My family did it the right way. Millions of families want to do it the right way. They deserve a system that allows them to do so, and a government that enforces the law without abandoning its values.This isn't about left or right. It's about building an immigration system that works for families, communities, and our country.

The average home in our district costs over $1 million, two to three times more than homes in other parts of the country. But our incomes are not two to three times higher. The math has been broken for years, and it's getting worse. Home prices in the Valley have increased six to eight times over the last three decades. Incomes have barely doubled.Young adults with steady careers are renting longer than they expected. Couples delay starting families because housing feels out of reach. Parents who built their lives here worry that their children will not be able to stay.This is not about personal choices. It is about not building enough housing, high construction costs, rising insurance, and years of bad policy.There is no single fix. But there are clear steps we can take.Build More HousingWhen the demand of homes is much higher than the supply, prices go up. We need to increase supply, especially of starter homes, by pushing federal incentives that reward cities for building housing working families can actually afford.Strengthen InfrastructurePeople should feel safe investing in a home here. That means modern utilities, stronger fire protection, and long term upgrades that reduce risk. Smart infrastructure lowers danger and protects property values.Make Insurance Fair and ReliableInsurance costs are rising fast. In some areas, coverage is hard to find at all. Families cannot buy homes if they cannot afford to insure them. We need stronger oversight and clear rules so homeowners are treated fairly and coverage remains available.Cut Unnecessary DelaysPermits and approvals should not take years. Long delays add costs that get passed on to buyers and renters. We can make the process faster and simpler without weakening safety rules or smart environmental standards.Help First Time BuyersFor many families, the biggest barrier is saving for a down payment. I support better savings tools and targeted first time buyer programs that help working families get into the market. Strengthen down-payment assistance programs, particularly for families who have lived and worked in this community for years and are being priced out of it.Housing affordability is about basic math. If we want teachers, nurses, small business owners, and young families to stay in the Valley, we need more homes and smarter policy.Owning a home should be possible for people who work hard and want to build their future here. That is not a radical idea. It is common sense.

The median home in the Valley cost $160,00 when Brad Sherman first took office. Today it's over $1 million and incomes have not come close to keeping up. An entire generation is being priced out of the community they grew up in.

Californian has spent over $24 billion in the last five years on homelessness prevention. Homelessness has increased. When the state auditors tried to track the money, they found inconsistent reporting, missing data and no reliable way to measure what worked. Their description was blunt: a data desert. Billions in taxpayer dollars allocated for the homeless and nothing to show for it.This should concern every taxpayer.Unfortunately, this mishandling of funds is not an isolated incident.When the Palisades Fire devastated our district in January 2025, families who were in urgent need of assistance were forced to deal with delays, reimbursement freezes, and finger pointing between Washington and Sacramento. Over one year later, many families are still waiting for relief.Government waste happens under both parties. We constantly hear sweeping promises about accountability and change, massive projected savings and Bold headlines. Independent reviews later show far smaller results and major disruption. That is not reform. Real reform is disciplined. It is measured. It is transparent.Every federal dollar collected from our communities should be trackable, measurable, and tied to outcomes. If a program does not work, we fix it or we end it. If an agency cannot explain where money went, it answers publicly. The people of this district work too hard to accept excuses from Washington. Competence is not flashy. It is steady. It produces results.That is the standard I will bring to the United States House of Representatives.

California spends billions of taxpayer dollars with almost no tracking. Palisades Fire families are still waiting for promised federal aid. Our district deserves leadership that demands answers — and delivers them.

Government Accountability

In 2024, the ADL recorded 9,354 antisemitic incidents across the United States. The highest number in 46 years of tracking. A 344 percent increase over five years. More than 25 targeted incidents per day.Los Angeles County recorded the second-highest total of anti-Jewish hate crimes in 44 years of reporting. Anti-Jewish incidents accounted for 80 percent of all religious hate crimes in the county. At LA County schools, 19 percent of all hate crimes targeted Jewish students. One-third of American Jews reported being personally targeted by antisemitism in the past year. More than half changed their daily behavior out of fear.And antisemitism is not the only form of hate reaching crisis levels in this community. In 2024, LA County recorded the highest number of anti-Black hate crimes in its history. Anti-Middle Eastern hate crimes surged 118 percent. Hate incidents at schools and universities rose 234 percent in a single year. Hate is not confined to one group. It is a threat to every community in this district.What makes this moment different is the normalization. Hate that once lived on the fringes now appears openly on social media, on campuses, in workplaces, and in public spaces. It comes from the far right and the far left. Both are dangerous. Both must be confronted.Hate crimes are federal crimes and should be prosecuted with the full weight of the law, regardless of who the target is. Federal security funding for houses of worship, schools, and community centers must be expanded and sustained, not subject to political cycles. Social media platforms that allow hate to flourish while profiting from engagement must be held accountable. And only 29 states mandate Holocaust education. Ignorance is the precondition for hate. Federal support for Holocaust education and anti-bias programs is not optional. It is essential.Antisemitism is not a Jewish problem. Hate directed at any community diminishes all of us. The answer is not silence. It is moral clarity and action.

Hate targeting Black, Middle Eastern, and LGBTQ+ communities are at an all-time high. Antisemitic indicidents in America have increased 893% in the last ten years. Hate directed at any minorities affects the whole community. We need full enforcement of hate crime laws to protect our district.
